Go to the Windows icon:

Find the folder labeled "Arduino Cloud Agent"

Open the folder and click on the "Arduino Cloud Agent App"

Click it once and you will see the Arduino icon on the bottom right.

This app has to be running for the Arduino to talk to your computer.
